The Office of the People’s Counsel will host a city-wide youth conference (or summit) in Spring 2026 on climate change as a global phenomenon with environmental, socioeconomic, and racial implications. OPC seeks a consultant capable of high-level event and project management securing a range of 300 – 1,000 youth in person (high school 8th to 12th grade and college students). The consultant will be responsible for event development and execution from start to finish. In addition, the consultant will develop, execute, and manage a mass communication, and marketing strategy to include social media sponsored content (paid advertisement), graphic design, and production of OPC branded video, flyers, and photos.

The Office of the People’s Counsel for the District of Columbia (OPC) seeks the services of a qualified expert in solar billing and net metering to evaluate the performance of Pepco’s net metering program. This evaluation will be centered on the experience of Ms. Levinson, a District resident and solar customer, who has reported serious issues with Pepco’s billing, metering, and customer service related to her participation in the net metering program. The expert will review the specific facts of her case and provide an informed opinion on whether Pepco’s conduct aligns with regulatory requirements and industry best practices.

The Office of the People’s Counsel is seeking a contractor to provide legal services and analysis on utility matters pertaining to general water utility issues in furtherance of OPC’s representation of District ratepayers and consumers.
Burness would provide a four-hour workshop training to advise and build OPC staff with group discussions, exercises, and short presentations about public understanding and perceptions of climate change.
