OPC seeks to help every consumer learn how to get the greatest value for their utility service dollar.
Consumers can learn about their rights and responsibilities by reviewing the Consumer Bill of Rights, learn how to File A Complaint if there is an issue with their billing or services, or review the Utilities section for details on programs offered and how to contact each company.
Additionally, you will find OPC’s Consumer Toolkit, Emergency Contact information and information to help you understand how utilities are regulated in the District of Columbia.
Consumers can file an individual utility complaint (button below) with OPC, which serves as the statutory representative for District utility consumers.
Select the specific utility bill below to see our brochure with guidance to assist in how you read your utility bill.
Want to learn more? You can schedule an OPC speaker to meet with your community organization, tenant group, ANC meeting or other group to explain changes in the rates or services affecting your natural gas, electric, water or local telephone service.
