The Office of the People’s Counsel is seeking a contractor to provide legal consulting services on utility matters pertaining to general utility issues. These services will be required on an ongoing basis until September 30, 2026

The Office of the People’s Counsel for the District of Columbia (OPC) seeks the services of a qualified expert in solar billing and net metering to evaluate the performance of Pepco’s net metering program. This evaluation will be centered on the experience of Ms. Levinson, a District resident and solar customer, who has reported serious issues with Pepco’s billing, metering, and customer service related to her participation in the net metering program. The expert will review the specific facts of her case and provide an informed opinion on whether Pepco’s conduct aligns with regulatory requirements and industry best practices. 

The Office of the People’s Counsel for the District of Columbia (“OPC” or “Office”)
requests the services of Acadian Consulting Group (“ACG”), which has considerable
empirical expertise and regulatory experience in technical consulting services. ACG will
provide expert assistance in developing a peer review of an upcoming study prepared for
OPC by Synapse Energy Economics.

To provide Website consultation, Website Hosting, Website Technical Support, Website Back-Office Support Videography and Photography services and general support as needed.

The Office of the People’s Counsel is seeking a contractor to provide legal services and analysis on utility matters pertaining to general water utility issues in furtherance of OPC’s representation of District ratepayers and consumers.

Burness would provide a four-hour workshop training to advise and build OPC staff with group discussions, exercises, and short presentations about public understanding and perceptions of climate change.

To utilize Just One Technology’s institutional knowledge of OPC’s CRM processes and procedures to provide consultation services including, but not limited to, process portfolio management, project portfolio management and general administrative and technical support in connection with OPC’s CMS in Fiscal year 2024.

To lease and provide associated supplies for a Xerox AltaLink C8155 copier for business processing and digital printing and publishing applications for the Office of the People’s Counsel.

To provide computer based legal research subscription service.

To provide expert technical services to consult and advise OPC on Formal Case No. 1162, “In the Matter of the Application for Washington Gas Light Company to Increase Existing Rates and Services for Gas Rates.”
