Consumer Assistance
The OPC Consumer Services Division provides a range of services to utility ratepayers. By law, OPC advocates, educates and protects utility consumers.
OPC seeks to help every consumer learn how to get the greatest value for their utility service dollar.
Consumers can learn about their rights and responsibilities by reviewing the Consumer Bill of Rights, learn how to File A Complaint if there is an issue with their billing or services, or review the Utilities section for details on programs offered and how to contact each company.
Additionally, you will find OPC’s Consumer Toolkit, Emergency Contact information and information to help you understand how utilities are regulated in the District of Columbia.

Consumers can file an individual utility complaint with OPC, which serves as the statutory representative for District utility consumers.
