In 2023, Pepco filed an application with the DC PSC to increase electric distribution rates by $190.7 million over three years through a Multiyear Rate Plan. OPC, the statutory advocate for DC residential and small commercial consumers, intervened in the proceeding at every stage: filing expert testimony, moving for reconsideration, and appealing to the DC Court of Appeals. In March 2026, the Court of Appeals vacated the PSC’s approval and remanded the case for further proceedings. This page tracks each milestone in that process.

An alternative form of utility regulation allowing a utility to set rates for multiple years at once, rather than filing a new rate case each year.
