Sandra Mattavous Frye

The People’s Counsel is the Agency Head for the Office of the People’s Counsel. The People’s Counsel has direct administrative control over agency employees and exercises the independent personnel authority to investigate the operation and valuation of utility companies independently.

Eric Coard

The Chief of Staff provides guidance, executive oversight, and first-level leadership over OPC programs and services: Water Services, Consumer Services, Climate Section, Litigation Services, and Water Attorney. The Chief of Staff providesrecommends effective and efficient internal management controls and administrative practices in OPC

Dionne Calhoun

Serves as a personal advisor to the People’s Counsel with respect to the administrative direction. Th EA is responsible for assisting the People’s Counsel in directing, communicating, and coordinating the day-to-day operations of the Office.

Karen Sistrunk

The Deputy People’s Counsel provides executive oversight and management of OPC’s climate, legal, litigation, water attorney, and technical support services. Works collaboratively with the Chief of Staff, Associate Director, and the OPC program directors in support of overall OPC goals and objectives. Serves as the primary liaison with the District of Columbia Government stakeholders on trial and appellate, legal, and litigation services performed under the auspices of OPC.

Cecilia Walker

Human Resource Officer is responsible for providing human resource management (HRM) advisory services that strengthen individual and organizational performance, which enables the Office to attract, develop and retain a well-qualified, diverse workforce. Human Resource Officer providing the full range of technical, consultative, guidance, and advisory services to managerial, supervisory, and nonsupervisory staff.

Cherry Belle

Administrative Officer monitors and oversees the maintenance of the premises and equipment, acquisition of appropriate goods and services, processes invoice payments through the Agency’s Electronic Invoice system, and OPC vehicle coordinator and vehicle security officer

Phillip Harmon

Supports the communications objectives of the office through the preparation of written, audio and video content, document production and website development. Shares in planning educational strategy and the public promotion of agency and District government services to assist ratepayers.
