The Water Services Division (WSD) operates within the Office of the People’s Counsel (OPC). WSD is the voice for DC Water consumers by advocating for resolutions in consumer complaints including but not limited to rates, billing practices, and delivery of service.
In April of 2019, DC Council enacted OPC’s Water Services Division with the passage of the DC Water Consumer Protection Amendment Act of 2018. The regulation empowered the WSD’s staff to begin independent investigations of a water consumer’s complaint. WSD launched assistance, advocacy, and investigation of complaints on behalf of DC Water consumers May 1st , 2019. Since its inception the WSD Team has processed more than 800 complaints.
The WSD is not an affiliate of DC Water. We are a division within OPC. The WSD exists in part to assist with improving the experience between DC Water and its consumers. WSD aims to assist in establishing trust with DC Water ratepayers that their complaints will be addressed and that they will have adequate representation in disputes with DC Water.
